Public Service Commission (PSC) must administer a percentage of income payment program capping monthly electricity and gas costs at 2% of annual household income for energy burdened households, with automatic enrollment for eligible households

"Severely energy burdened" households are those spending 4%+ of monthly income on utilities or having no income; "energy burdened" households spend 2-4% of monthly income on utilities

Prohibits public utilities from disconnecting electricity or gas service for nonpayment to residential households with gross annual income at or below 300% of federal poverty guidelines

Requires annual utility reporting to PSC on all residential disconnections (reason, dates, service type, zip code), with PSC publishing reports on its website and submitting summaries to the governor and legislature

Creates an Energy Burden Relief Fund funded by gross revenues tax on public utilities, with 7.0 new PSC positions authorized starting July 1, 2026 to administer the program
