Creates the "Water Fund for Our Future," a nonlapsible trust fund with a one-time $250,000,000 transfer from the general fund in fiscal year 2025-26, restricted to clean water activities

Establishes a Joint Committee for Oversight of the Water Fund composed of 10 legislators (split by party), the Secretary of Health Services, and the Secretary of Natural Resources to review applications and recommend expenditures

Creates a rapid response account within the fund that DNR and DHS can use for natural disasters and public health emergencies, including remediation costs and assistance to affected individuals

Allows the Joint Committee on Finance to transfer unencumbered funds to the budget stabilization fund if that fund is fully expended

Permits DNR and the Department of Justice to seek reimbursement from responsible parties for fund expenditures, and requires public recording of any JCF member objections to funding requests
