Creates a new Office of Internal Audit attached to the Department of Employee Trust Funds (ETF) to provide independent oversight of public employee trust fund assets and ensure benefit commitments are fulfilled.

Requires the Employee Trust Funds Board to appoint an internal auditor who reports directly to the board rather than the ETF secretary, placing the position outside the classified civil service.

Assigns the internal auditor to general senior executive group 1, the same salary classification as the assistant deputy secretary of ETF, with the board setting compensation.

Grants the internal auditor authority to review any ETF activity, information, or record, and to conduct audits, risk assessments, research projects, and compliance monitoring of legal requirements and contracts.

Protects incumbent employees by allowing the current internal auditor to continue serving until a new appointment is made and preserving reinstatement rights for classified service employees who achieved permanent status.
