Exempts valid direct primary care agreements from state insurance law regulation, establishing that these subscription-based contracts between health care providers and patients (or their employers) are not considered health insurance

Requires valid agreements to be in writing, specify the subscription fee and duration, describe covered primary care services, prohibit fee-for-service billing to insurers for included services, and include prominent disclaimers that the agreement is not health insurance

Prohibits providers from declining or terminating agreements based solely on a patient's health status, and bars discrimination based on race, color, national origin, religion, sex, disability, age, sexual orientation, or gender identity

Limits permissible reasons for provider termination to nonpayment, repeated failure to follow treatment plans, patient fraud, abusive behavior, practice closure, or dysfunctional provider-patient relationships

Preserves regulatory authority of the Department of Safety and Professional Services, Department of Agriculture, Trade and Consumer Protection, and the Office of the Commissioner of Insurance over contracts that do not meet the valid agreement criteria
