Requires insurers and administrators to submit health care claims data to the Wisconsin Health Information Organization (WHIO) within 6 months of the bill's effective date, changing participation from voluntary to mandatory

Mandates WHIO to publicly report health care claims information in both machine-readable format and language understandable to laypersons, covering cost, quality, and effectiveness of health care

Requires the state Medical Assistance program and managed care organizations serving Medical Assistance recipients to submit data to the database

Grants WHIO exclusive rights to provide data compilations, services, and special reports for fees, with authority to charge user fees and contributor fees to insurers and administrators subject to DHS secretary approval

Authorizes the DHS secretary to appoint an advisory committee on establishing an all-payer claims database dashboard and removes prior contract conditions including matching fund requirements and health literacy campaign obligations
