Eliminates the ability of developmentally disabled minors aged 14 or older to file written objections blocking parental access to their court and mental health treatment records

Grants parents and legal custodians access to HIV test results of minors aged 14 and older, overriding the current requirement for the minor's informed consent

Adds a new restriction barring parents from accessing their child's health records if the minor has been adjudged in need of protection or services under s. 48.13 due to that parent's action or inaction

Maintains existing restrictions preventing parents denied physical placement from accessing their child's health care records

Preserves federal law protections allowing providers to limit record access when abuse is suspected or disclosure could endanger the minor, and does not change access rules for alcohol/drug treatment records obtained without parental consent
