DNR must establish a wetland assured delineation program allowing certified professionals to perform wetland boundary delineations that have the same legal effect as DNR-conducted delineations, without requiring DNR confirmation

Certification requirements include an associate degree with 8 years field experience, bachelor's degree with 5 years experience, or master's/doctorate with 3 years experience, plus completion of U.S. Army Corps of Engineers wetland delineation training

DNR must charge a $500 application fee, $900 annual certification fee, and may charge up to $20 per delineation report filed; delineations remain effective for 5 years (or 15 years for nonfederal wetlands subject to stormwater permits)

DNR may revoke certification for knowingly falsifying wetland boundaries, violating wetland laws, failing to submit at least 3 delineation reports annually, or failing to follow standard delineation protocols

Individuals already approved under DNR's existing pilot program are automatically certified as assured delineators under the new statutory program
