Excludes expenditures from a school district's "shared cost" calculation (used to determine state equalization aid) when funded by operating referenda exceeding revenue limits by more than $50,000,000

Excludes debt service costs from shared cost calculations when authorized by capital referenda to borrow more than $50,000,000

Applies only to referenda held after the bill's effective date, not retroactively to previously approved referenda

Exempts "negative tertiary" school districts from these exclusions—districts whose equalized property valuation exceeds the tertiary guaranteed valuation per member remain eligible to count these referendum-funded expenditures in shared costs

Amends Wisconsin Statutes section 121.07(6) governing how shared costs are calculated for equalization aid purposes
