Converts WEDC's opportunity attraction and promotion program from a grant program to a sponsorship program for attracting major events and opportunities to Wisconsin

Expands eligibility to include events not open to the public if WEDC determines they will attract national exposure or contribute substantially to economic growth, with priority given to events during tourist offseason or periods of economic need

Caps sponsorship funding for non-public events at 25% of the program's annual allocation

Shifts responsibility for estimating projected economic benefits from applicants to WEDC, removing the applicant's cost-benefit analysis requirement

Allows matching funds to come from any source (not just nonstate sources) and permits in-kind contributions in addition to cash
