Department of Transportation must establish a blue envelope program to improve communication between law enforcement and individuals with disabilities or conditions requiring additional accommodations during traffic stops

Blue envelopes will hold vehicle registration and insurance documents, plus include printed traffic stop safety information, recommendations for officers on interaction techniques, and spaces for emergency contacts and accommodation needs

Eligible recipients include individuals protected by the Americans with Disabilities Act, those with invisible disabilities who self-declare on a DOT form, and parents, guardians, family members, conservators, or drivers of individuals with disabilities

DOT must record each envelope issuance in the individual's file and promulgate rules for program administration, including development of supplementary law enforcement training materials

Program funded through general fund appropriation for envelope creation, printing, and training material development
