Requires DOT to establish a 15-member statewide town road improvement committee (at least 12 town officials) to set selection criteria for discretionary and supplemental grant projects, recommend funding, and contract with project facilitators

Creates county-level committees (up to 5 town chairpersons per county) to select entitlement projects and rank discretionary/supplemental grant projects, and regional committees aligned with Wisconsin Towns Association Districts to rank projects across the district

Establishes specific deadlines including August 1 of odd-numbered years for DOT to release applications, November 15 for towns to submit projects, January 1 for county committees to rank projects, and March 15 for towns to enter DOT agreements

Prohibits DOT from using categorical assumptions about paving materials when determining if a project meets the 10-year design life requirement; requires review by a registered professional engineer or county highway commissioner

Bars counties from contracting for town road improvements if they prepared the cost estimate, and imposes a 2-year penalty on counties that violate contracting requirements under the program
