Creates section 85.66 of Wisconsin statutes requiring the Department of Transportation's long-range statewide transportation plan to include a vision for low-carbon public transit, transportation sector electrification, cost-effective charging infrastructure, equitable clean transportation incentives, and transportation solutions for underserved areas

Defines underserved areas as rural communities, low-income communities, and communities where the majority of residents are members of a racial minority

Allows DOT to satisfy requirements by referencing other planning documents that contain the required visions rather than including them directly in the long-range plan

Requires DOT to submit a report to the governor and relevant legislative standing committees within 6 months detailing current incorporation efforts and strategies for incorporating any missing elements into future plans
