Adds the Town of Three Lakes in Oneida County to the list of towns authorized to create a tax incremental district (TID) in the same manner as a city or village

Exempts Three Lakes from standard town TID requirements of at least $500 million in equalized taxable property value and a minimum population of 3,500

Joins five other towns already granted this exemption: Brookfield (Waukesha County), Somers (Kenosha County), Freedom (Outagamie County), Cable (Bayfield County), and Gibraltar (Door County)

Amends section 60.23 (32) (b) 1. of the statutes
