Department of Safety and Professional Services must create a stretch energy code working group to establish a "stretch energy code" with separate requirements for commercial and residential buildings by December 31, 2026

The working group must include a DSPS employee, an industry leader in deep clean energy, a nonprofit leader focused on climate solutions, and a representative from a municipality with a climate action plan

Counties, cities, villages, and towns may adopt the residential or commercial components of the stretch energy code by ordinance, allowing energy efficiency standards stricter than the state's baseline energy conservation code

DSPS authorized FTE positions increase by 1.0 GPR project position to administer the stretch energy code creation

Currently, local governments cannot enforce building energy standards that exceed state DSPS rules; this bill creates an exception for localities that adopt the standardized stretch code
