Authorizes $25,000,000 in general fund supported borrowing for the Department of Agriculture, Trade and Consumer Protection (DATCP) to purchase agricultural conservation easements from willing landowners

Reinstates the requirement that DATCP solicit applications to the agricultural conservation easement purchase program at least once annually

Removes the requirement that the Department of Natural Resources provide funds from the Warren Knowles-Gaylord Nelson stewardship program for easement purchases

Creates new appropriations for principal repayment and interest payments related to agricultural conservation easement bonds
