Creates a climate change scholarship program administered by the Higher Educational Aids Board for Wisconsin resident students pursuing careers addressing or responding to climate change

Appropriates $5,000,000 in general purpose revenue for fiscal year 2025-26 and $5,000,000 for fiscal year 2026-27

Limits individual scholarship awards to a maximum of $5,000 per student per academic year

Requires half of scholarships to be awarded based on merit and half based on financial need

Eligible institutions include University of Wisconsin System campuses, technical colleges, tribally controlled colleges, and private nonprofit institutions located in Wisconsin
