Social cost of carbon is defined as the estimated dollar damage from emitting one additional metric ton of CO2, set at a minimum of $185 per metric ton

Costs for expanding fossil fuel energy production and distribution infrastructure may only be recovered from customers who receive the primary benefit of that infrastructure

Costs incurred by utilities when transitioning from fossil fuel to renewable energy production cannot be recovered from any customer

Applies to certificate applications received on or after the effective date of the law
