Department of Corrections must maintain and post written resource guides enumerating rights for adult inmates in state correctional institutions; county sheriffs must do the same for county jails and houses of correction

Resource guides must be updated annually or within one week of any legal or institutional policy change affecting inmates' rights

Copies must be provided to inmates upon facility entry, placement in restricted movement or solitary confinement, or upon request; trained staff must verbally explain the rights at intake, transfer, or upon request

Department of Administration will contract with a civil rights legal organization for initial guide development, with $200,000 appropriated for fiscal year 2025-26; at least 30% of contract funds must employ formerly incarcerated individuals

Requirements take effect July 1, 2027, with resource guide development to be completed by June 30, 2027
