Expands no-sale event venue permits from 6 days per year (maximum one per month) to 36 events per calendar year with no monthly limit, with each event limited to 36 continuous hours

Allows consumption of all alcohol beverages (including distilled spirits) at permitted events, replacing the current restriction to only beer and wine

Permits holders of state operator's permits issued by the Division of Alcohol Beverages to serve alcohol at events, in addition to those with local operator's licenses

Allows permit applicants who currently hold a conflicting retail license to certify they will surrender that license upon permit issuance, with revocation possible if they fail to do so

Clarifies that a venue's classification as a "public place" for alcohol consumption purposes does not affect its public/private status under building codes, zoning ordinances, or other laws
