Extends standard lottery retailer contract terms from 3 years to 5 years

Requires break open game prizes to be claimed and paid by the retailer at the purchase location on the same day the ticket was bought

Allows retailers with approved payment plans for delinquent taxes or unemployment contributions to enter into lottery retailer contracts
