Allows Milwaukee (as Wisconsin's only first-class city) to construct water, heat, sewer, and gas laterals or service pipes without property owner permission under specific conditions

Requires three conditions be met: the owner does not reside on the property, the city has attempted contact at least 3 times by mail, email, phone, or other reasonable means without success, and a tenant provides express permission

Prohibits the city from charging construction costs against the property when work is done under this tenant-permission provision

Amends landlord-tenant law to create an exception allowing tenants to consent to utility lateral construction without landlord approval in these circumstances
