Creates new statutory sections 20.155(3)(e) and 196.379 to establish the program in state law

Shifts funding source from federal American Recovery and Reinvestment Act money to state general purpose revenue

Takes effect the day after publication or the 2nd day after publication of the 2025 biennial budget act, whichever is later
