Creates two new felonies: Class I felony (up to 3.5 years imprisonment) for inciting others to riot, and Class H felony (up to 6 years imprisonment) for intentionally committing violence while participating in a riot

Defines "riot" as a public disturbance involving at least 3 persons where violence occurs or is threatened, creating a clear and present danger of property damage or personal injury

Establishes civil cause of action allowing victims of riot or vandalism to sue both direct perpetrators and any person or organization that provided material support (money, weapons, training, transportation, etc.) with intent to facilitate the offense

Prohibits government officials from limiting or restricting law enforcement authority to arrest individuals involved in riots or vandalism, or to take action to quell such activity

Protects employees from retaliation (discharge, demotion, reassignment) for participating in investigations or proceedings regarding violations of the law enforcement restriction prohibitions
