Creates a green jobs training program administered by the Department of Workforce Development to award grants to public or private organizations for developing and implementing training programs for jobs that benefit the environment, conserve natural resources, or create renewable energy resources

Appropriates $1,500,000 in fiscal year 2025-26 and $1,500,000 in fiscal year 2026-27 as a continuing appropriation for green jobs training program grants

Defines renewable energy resources to include hydroelectric, wood, wind, solar, refuse, agricultural, and biomass energy sources

Authorizes DWD to require grant recipients to provide matching funds at a percentage determined by the department

Adds 1.0 FTE position at DWD for program administration and allows the department to promulgate emergency rules without standard findings of emergency, with emergency rules remaining in effect until July 1, 2027 or when permanent rules take effect
