Increases penalties for repeat theft and retail theft offenders, allowing misdemeanor charges to be elevated to Class I felonies and felony charges to be raised one classification level for those with prior theft convictions

Allows prosecutors to aggregate the value of stolen property from multiple theft violations committed by the same person during a course of conduct within the same prosecutorial unit

Permits multiple aggregated theft acts to be prosecuted as a single crime rather than separate offenses

Applies to violations committed on or after the effective date, while still allowing prior theft and retail theft convictions to count toward enhanced sentencing
