Foreign nationals are prohibited from making direct or indirect contributions to referendum committees, and referendum committees are prohibited from receiving, soliciting, or accepting contributions from foreign nationals

Foreign nationals are barred from directing, controlling, or participating in decision-making regarding activities to support or oppose a referendum, or soliciting others to make contributions to influence a referendum

Referendum and independent expenditure committees must obtain written affirmations from contributors stating they are not foreign nationals and have not accepted more than $100,000 from foreign nationals in the preceding 4 years

Referendum committees must include in their registration statements an affirmation that no preliminary activity (such as preparing ballot language, conducting polls, or making communications) was funded by foreign nationals
