Creates the Data Efficiency Study Steering Committee, a 6-member joint legislative committee with 4 legislators (2 from each chamber, bipartisan) and representatives from the Departments of Revenue and Administration

Requires the committee to contract with a nonstate firm to conduct a comprehensive study of interagency data sharing practices across Wisconsin state government

Study must assess existing data governance frameworks, identify barriers to data sharing, review best practices from other states, and recommend organizational structures such as an enterprise-wide data and analytics office or chief data officer position

Study must evaluate strategies for shared platforms, technology consolidation, data warehousing solutions, and standardized templates for state agency websites

Committee must submit findings and recommendations to legislative standing committees by December 31, 2026, then dissolve
