Every third fiscal biennium beginning in 2026, state agencies must submit reports identifying all fines and fees they assess, including current amounts, when last adjusted, and authorizing legislation

Agencies must calculate what each fine and fee would be if adjusted for inflation using the consumer price index, rounded to the nearest dollar or 25 cents

Reports must include recommendations on whether to adjust fines and fees to inflation-adjusted amounts, along with implementation plans that may phase in increases over up to 4 years

For fees not set by statute, agencies must submit a separate report to the governor with recommendations on inflation adjustments for those they have authority to modify

The Legislative Fiscal Bureau must publish a 50-year consumer price index table within 60 days of the bill's effective date, then every 6 years, and assist agencies with inflation calculations upon request
