All Wisconsin DOT offices that issue driver's licenses must meet 2010 ADA accessibility standards (28 CFR 35.151 and 36 CFR 1191) by January 1, 2030, with no exceptions permitted for cost, feasibility, or historic preservation concerns

DOT must consult with Aging and Disability Resource Centers in each county and individuals with lived experience when designing modifications

Four interim reports required: locations needing modifications ranked by severity (by January 1, 2027); priority list and locations under $50,000 in costs (by July 1, 2027); cost estimates for all modifications (by January 1, 2028); and completed projects update (by June 30, 2028)

If modifications may adversely affect historic property, DOT must notify the State Historical Society at least 30 days in advance and allow documentation of the property's condition before changes occur
