The electronic tool must include online behavioral health education resources, premoderated peer-to-peer chat support, and private sessions with licensed mental health professionals

Tool must offer full English and Spanish functionality, interpreter services for additional languages, and be accessible via both mobile app and web browser across multiple device types

DPI may contract with a cooperative educational service agency to administer the program; the selected provider must have demonstrated experience serving rural and urban public schools in other states
