Prohibits state agencies from promulgating rules that interpret statutes they enforce or administer unless the legislature grants explicit and specific statutory authority to do so

Repeals current law that allows agencies to create interpretive rules whenever the agency considers it necessary to effectuate a statute's purpose

Removes the ability of agencies to promulgate rules "interpreting" statutes, limiting them to only "implementing" rules with proper authorization

Applies the same restriction to the Building Commission's authority to interpret statutes it enforces or administers
