Creates a new public affairs network trust fund to provide ongoing operating grants to WisconsinEye Public Affairs Network, replacing the current $10,000,000 endowment fund program that sunsets June 30, 2026

Requires WisconsinEye to appoint four board members designated by legislative leaders (Speaker, Assembly Minority Leader, Senate Majority Leader, Senate Minority Leader), though designees cannot be sitting legislators

Mandates WisconsinEye focus coverage primarily on official state government meetings and provide free, continuous online access to live broadcasts and unedited digital archives

Requires WisconsinEye to submit annual financial reports to the legislature and Joint Committee on Finance

If WisconsinEye ceases operations, it must repay all grant amounts to the state general fund and transfer all archives to the State Historical Society
