Narrows the existing registration exemption for nonmotorized boats (excluding sailboats) to require that at least one occupant hold a valid Wisconsin fishing license

Creates a new exemption from registration for nonmotorized boats (excluding sailboats) operated within vehicle admission areas such as state parks, Richard Bong state recreation area, Wisconsin Dells natural area, Point Beach state forest, and most roadside parks

Nonmotorized boats include canoes, inflatable boats, row boats, rafts, and dinghies that are not motorboats

Excludes fees for original certificates of number or registration for nonmotorized non-sailboats from the Department of Natural Resources' handling and other fees appropriation
