Requires cross-country ski permits on state-owned land (excluding vehicle admission areas like state parks), with permits affixed visibly on the forward half of one ski or temporary receipt carried and shown to DNR officers on demand

Permit fees set at $40 for adults, $20 for children ages 12 and older, and $0 for children under 12, plus a 75-cent issuing fee for those 12 and older

Permits valid for the calendar year in which issued; DNR may issue directly or appoint non-employee agents who may retain 50 cents of the issuing fee as compensation

Exemptions provided for participants in organized authorized events and those with separate DNR trail passes under existing law

Grants DNR rule-making authority to regulate appointed agents and designate alternative forms of proof of permit
