Lowers the cost threshold triggering mandatory work stoppage on proposed administrative rules from $10,000,000 to $4,000,000 in implementation and compliance costs to businesses, local governments, and individuals over any two-year period.

Prohibits agencies from splitting a single rule into multiple or separate rules to avoid the cost threshold prohibition.

Allows courts to declare a rule invalid if it was promulgated in violation of the anti-splitting provision.

Applies to proposed rules whose statement of scope is presented for approval on or after the effective date of the act.
