Agencies delinquent in submitting their biennial administrative rules report to the Joint Committee for Review of Administrative Rules (JCRAR) are prohibited from taking any action on promulgating new rules until the delinquent report is submitted.

Agencies must hold a public hearing and solicit public comment before preparing their biennial rules report, incorporating that feedback into their final report identifying "qualifying rules" that may be unauthorized, obsolete, duplicative, or economically burdensome.

The expedited rule repeal process is expanded to allow agencies to use it for any "qualifying rule" listed in their biennial report (not just unauthorized rules), subject to JCRAR approval.

Biennial reports must be submitted to both JCRAR and the Legislative Reference Bureau for publication in the Wisconsin Administrative Register by March 31 of each odd-numbered year.

If an agency identifies a qualifying rule under the "unauthorized" category, it must submit a petition to repeal that rule within 30 days of submitting its report.
