Permanent administrative rules would take effect on the first day of the 7th month after final publication in the administrative register, extended from the current default of the first day of the following month

Agencies retain the ability to prescribe a later effective date than the default for permanent rules

Emergency rules would remain in effect for 180 days, increased from the current 150-day period, subject to extension by the Joint Committee for Review of Administrative Rules (JCRAR)

Changes apply to proposed rules or emergency rules whose statement of scope is presented for approval on or after the effective date of the act
