Proposes amending Article I, Section 18 of the Wisconsin Constitution to prohibit the state or any political subdivision from ordering the closure of or forbidding gatherings in places of worship during any state of emergency, including public health emergencies

Represents the second consideration by the legislature, as required for constitutional amendments in Wisconsin; first passed as 2023 Senate Joint Resolution 54

Submits the proposed constitutional amendment to a statewide voter referendum on the first Tuesday of November 2026

Adds new language to existing religious liberty protections that already guarantee freedom of worship, prohibit compelled support of religious institutions, and ban government preference for particular religions
