Proposes a constitutional amendment (Article I, Section 27) prohibiting Wisconsin governmental entities from discriminating against or granting preferential treatment to individuals or groups based on race, sex, color, ethnicity, or national origin in public employment, education, contracting, and administration.

"Governmental entity" is broadly defined to include the state, municipalities, UW System, Technical College System, public schools, and all state/local government bodies including the legislature and courts.

Includes exceptions allowing actions required to maintain federal program eligibility and bona fide sex-based qualifications reasonably necessary for normal government operations.

Represents the second legislative consideration required for constitutional amendments; the first passage occurred in 2023 (2023 AJR 109/Enrolled Joint Resolution 15).

Directs the amendment to be placed on the ballot for the November 2026 general election for voter ratification.
