Amends Article I, Section 25 of the Wisconsin Constitution to remove the listed purposes for keeping and bearing arms (security, defense, hunting, recreation, or any other lawful purpose), making the right unqualified

Declares the right to keep and bear arms an "inalienable" and "fundamental individual right" that "shall never be infringed"

Requires any restriction on the right to keep and bear arms to be subject to strict scrutiny, the highest standard of judicial review

Constitutes first consideration of a proposed constitutional amendment; must be adopted by two successive legislatures and ratified by voters to take effect
