Proposes a constitutional amendment (Article IV, Section 35) allowing the Wisconsin Legislature to suspend any rule promulgated by a state agency, either indefinitely or for a specified period, in whole or in part

Requires only a majority vote of all members elected to each house via joint resolution to suspend agency rules

Suspended rules would have no force or effect during the suspension period

Explicitly exempts legislative rule suspensions from gubernatorial veto and other constitutional requirements for enacting laws

Represents first consideration of the amendment; must be passed again by the next elected legislature and then approved by voters in a statewide referendum
