Milwaukee Public Schools (MPS) and the City of Milwaukee must apportion school resource officer (SRO) costs at 75% to MPS and 25% to the city, replacing the current requirement that they simply agree on cost-sharing

Within 30 days of the bill becoming law, MPS and Milwaukee must enter into an implementation agreement and jointly certify to the Joint Committee on Finance that at least 25 SROs are present in district schools

The Department of Administration will withhold 10% of supplemental county and municipal aid from Milwaukee if the city fails to meet agreement or certification deadlines

The Department of Public Instruction will withhold 20% of per pupil categorical aid from MPS if the district fails to meet agreement or certification deadlines

If an agreement is terminated, a new agreement must be reached within 30 days, followed by city certification that 25 officers are trained and available, then district certification that 25 SROs are placed in schools—each within 30-day intervals
