Requires massage therapy and bodywork therapy establishments to obtain licenses from the Massage Therapy and Bodywork Therapy Affiliated Credentialing Board, with three license types: sole practitioner, mobile massage therapy, and multiple practitioner licenses

Mandates each establishment designate a responsible manager who must pass an examination on state laws and regulations; owners and responsible managers must undergo fingerprint-based background checks and cannot have disqualifying criminal convictions

Exempts from establishment licensing requirements locations where out-call massage therapists travel to clients and health care facilities licensed by the Department of Health Services

Prohibits sexual contact or sexual intercourse on massage therapy establishment premises and prohibits practicing massage therapy in the nude or in sexually suggestive clothing; adds human trafficking offenses to mandatory reporting requirements and automatic license revocation triggers

Takes effect on the first day of the 25th month after publication, with establishment license renewals due March 1 of each odd-numbered year
