Caps delivery or expedited delivery fees for earned wage access (EWA) providers at $5 for advances of $75 or less, and $7.50 for advances over $75

Requires the Division of Financial Institutions to adjust these fee caps for inflation every five years beginning January 1, 2030, based on the U.S. consumer price index

Exempts licensed EWA providers from portions of the Wisconsin Consumer Act, married persons' credit transaction rules, and debt collection regulations

Amends Wisconsin Statutes sections 203.04 and creates new section 203.09
