Creates an undergraduate assistance grant program administered by the Higher Educational Aids Board (HEAB) for Wisconsin residents attending private nonprofit postsecondary institutions headquartered in the state

Eligibility requires household income under $60,000, completion of FAFSA, and not qualifying for federal Pell grants

Appropriates $2,500,000 annually in general purpose revenue (GPR) for fiscal years 2025-26 and 2026-27

Limits grant awards to a maximum of 10 semesters of full-time enrollment per student, with part-time enrollment counted proportionally

Students on the statewide child support lien docket are ineligible unless they have an approved payment agreement with the county child support agency
