Creates a sales and use tax exemption for over-the-counter drugs in Wisconsin

Defines "over-the-counter drug" as any product labeled as a drug under federal requirements (21 CFR 201.66), including those with a drug facts panel or statement of active ingredients

Amends Wisconsin statutes sections 77.51 and 77.54 to add the new definition and exemption

Takes effect on the first day of the 3rd month following publication
