Defines "broadband infrastructure" as requiring minimum speeds of 100 Mbps download and 20 Mbps upload, or FCC-designated minimum speeds, whichever is faster

Requires grant applicants to specify the exact broadband infrastructure they intend to construct in their applications

Mandates grant recipients reimburse the Public Service Commission if they fail to complete construction or if the built infrastructure fails to meet minimum speed requirements

Requires grant recipients to submit reports on construction progress, number of service connections, and average download/upload speeds

Establishes biennial performance audits of the broadband expansion grant program by the Legislative Audit Bureau, beginning January 1, 2027
