Establishes a Legislative Council study committee to develop recommendations for a "Dig Once Law" requiring installation of empty conduit lines during construction projects for future fiber-optic internet expansion

Committee must examine communication requirements between municipalities, construction/engineering firms, and internet service providers

Study will address ownership of empty conduit infrastructure and responsibility for maintenance costs for both unused and in-use conduit lines

Committee will evaluate whether municipalities may require larger conduit lines to accommodate multiple internet service providers and determine optimal installation timing (road construction, utility work, or other phases)

Recommendations due to the legislature by January 1, 2027
