Political subdivisions (cities, villages, towns, and counties) may now apply for broadband expansion grants independently, without partnering with a telecommunications utility or other for-profit or nonprofit organization

Grant funds may now be used for broadband infrastructure planning, including feasibility reports, in addition to construction

Political subdivisions may use grant funds to cover up to 50 percent of the cost of hiring and employing one broadband director

Eliminates the requirement for cities, villages, and towns to prepare a public cost-benefit analysis report at least 30 days before holding a hearing on constructing telecommunications, cable, or broadband facilities

Repeals sections 66.0422 (2)(c), (4), and (5) and amends sections 196.504 (1)(ac) 3. and 196.504 (2)(a) of the statutes
