Requires firearms dealers selling 5+ firearms annually to obtain a state permit ($250 initial fee, $200 renewal) from the Wisconsin Department of Justice in addition to federal licensing, with mandatory on-site inspections and permit revocation for violations.

Establishes a 7-day waiting period between background check request and firearm transfer, and requires dealers to maintain electronic records of purchases, monthly inventories, and all ATF transaction forms available for DOJ inspection.

Mandates security requirements for dealer premises including digital video surveillance, alarm systems, locked firearm storage when unattended, physical barriers on doors/windows, and trigger locks or secured cases with each firearm transfer.

Requires all law enforcement agencies to participate in the federal eTrace system, submit firearm trace requests within 48 hours of recovering firearms, and enter ballistic information into the National Integrated Ballistic Information Network.

Increases the penalty for straw purchasing from a Class G felony to a Class D felony, and creates a new Class D felony for purchasing firearms on behalf of someone intending to use them in furtherance of a felony, terrorism, or drug trafficking.
